I know Robin promised a boat for doing the work in the lagoons, but if they freeze hard enough, couldn't the work be done on foot ?
If so, I'd recommend large polypropelene builders sheets (tarpaulins or tarps) for dragging the stuff off.
Golf shoes would give a better grip for the pullers.

Are you volunteering to walk on the frozen lagoons first Steve?
The thing is we need to cut below the water line to have the greatest impact.
